About:Chinese Embassy in Philippines

I have an expired tourist visa back in 2007, can i just renew?

Do i need to have to apply as a first timer and submit all those documents?

No, expired visa can not be renewed. You need to apply for a new visa. Anyway, you are not the first time visitor to China if you were issued visa before. So, just provide copy of your previous visa when submit your visa application this time.
