About:Chinese Embassy in D.R. Congo

can i be issue visa if i submit my application to the embassy in kinshasa through DHL

Unfortunately, China embassy there doesn't accept mail-in applications. Yo umust go to the embassy to submit the application in person, and there will also be an interview required.
