About:Chinese Embassy in Malta

We cannot apply for the Chinese Tourist Visa from Malta as a Forigner with no Maltese ID card?

My wife and I visiting family and friends in Malta from Melbourne Australia for three and half months and we booked a short 4 days holiday to visit China(Beijing) on the way back to Melbourne which is due on the 6th Sept 2012.
I contacted the Embassy in Melbourn to apply for a Chinese Tourist L and was informed that we couldn't apply three and half months before visiting, so a nice lady from the embassy told us we could apply for it from the Embassy here.
Today we called the Embassy to apply for a Chinese Tourist L from here to find out that we cannot apply for it as a Forigner with no Maltese ID card.

Can you please direct me with the best option.. so we want lose the bookings of the holiday and reschedule the flights.

Yeah, Chinese consulate in Melbourn is right, since a China tourist L is only valid for 3 months from the day of its issue. the embassy here is also right. You may change to apply for it from the consular office of PRC in Hk SAR.
