You wife needs to apply for a Chinese passport in person from Chinese embassy in Bangladesh. Documents needed are the Application form for CHinese passport (you can download the form from website of Chinese embassy at http://bd.china-embassy.org/eng/lsyw, copy of her passport, original and copy of Bangladeshi visa or work permit, 3 recent passport photo, a report certificate for passport loss by police with a letter by herself for the detailed information of her passport and the loss.
