Can I apply for student X visa if I am a UK Citizen working in Saudi Arabia, can I apply from Saudi Arabia? Are there any other requirements?

Yes, you can apply for a student visa in Saudi Arabia if you have a valid residence permit in Saudi Arabia. BTW, JW-201 or JW-202 form and the admission letter from China are required for China student visa application.
