csc scholarship,how to change institution?

i would like to know how i could change my university in china, which offered me china scholarship council scholarship.The problem is that i have to study one year chinese language course while there are some universities where one can study in english medium.So i want study directly in english medicum universities.Is there anybody who can help in this context?regards
