If you are in China now, you can submit your application to local PSB (Public Security Bureau) in Wuhan. Documents needed are your Passport with entry record, Residence Registration Certificate for Wuhan, Visa Application Form, A 2-inch photo, and a document certifying the personal reason for an extension of stay in China.
