About:Chinese Embassy in Japan

Living in Fukuoka, apply for Visa in Tokyo by entrusted person

I am a German citizen currently living in Fukuoka prefecture. However, due to my work I cannot go to the embassy in Fukuoka.
Is it possible to entrust my friends in Tokyo that I will be travelling to china with, to apply for my visa in Tokyo (and send them my passport and documents)?

Sorry, I actually have another question. I have just read about this requirement:
b.Certificate of alien registration (to the aliens who have the visa with the period of more than half a year in Japan)

I have been in Japan since last September, however I went to Taiwan for Golden week where they took my alien card at the airport. So my new alien card was issued this June. Can I still get a Visa in Japan or will I have to get it in Germany?

It is ok to apply in Japan if your Alien card remain valid for next 6 months in Japan. The problem is that you have to submit your visa application to Consulate General of China in Fukuoka if you live in Fukuoka. If you can not go to the consulate in person, you can entrust others or a travel agency to handle this on your behalf.
