Beside using railway, is there any mode of transport to get me to hualien from chiayi?

Well, it is inconvenient to take bus from Chiayi to Hualien and it takes a long time. The best way is by train.

You can take high speed train from Jiayi to Taipei and then transfer to train from Taipei to Chiayi. It totally takes about 3.5-4 hours.
