French citizen return flight from Tokyo to Paris via Shanghai

I am in Tokyo and I have my return ticket from Tokyo to Paris with a 13-hours stopover in Shanghai. I would like to go into the city for visting, do I need a transit visa? If yes, do I get it at the airport in Shanghai or must I get it in Tokyo?

If you hold French passport, you are not required visa to transit in Shanghai for 48 hours and you can go out of the airport to the city.
