What cheapest ride am i going to take from the airport to tsim sha tsui and symphony of lights?

Hi,i will be traveling to HK tonight on arrival at Hong Kong International Airport, what cheapest ride am i going to take from the airport to tsim sha tsui and symphony of lights? Pls help in my itinerary: july. 16, arrival at airport 8pm. Since check in will still be at 9pm, can i go to Tsim Sha Tsui and Symphony of Lights, night market, gereral shopping areas? Pls suggest.
Then what bus from Tsim sha tsui to the victorians street?

You can go the TST at 21:00 in HK. But you will miss the Symphony of Lights, which will starts at 20:00 and lasts 15 minutes every night.
You can take the bus A21 to arrive at TST. You can catch the night market and the general shopping areas.
I cannot figure out the Victorian Street in Hong Kong. Do you want to go to Victorian Park or some other places?
