About:Chinese Consulate in Chicago

Can I send my visa application in via FED EX along with fees and return envelope as I am in Colorado

No Bill, Chinese consulate in Chicago does not accept application by mail/post. You can entrust someone else to hand in application on your behalf if you do not want to go in person. The consulate provides Mail Back Service for passport with visa. envelop with FedEx(air only) mail is ok.
