Is the group visa rule to China is changed for EU Nationals from Kathmandu ?

We hear that EU nationals should apply group visa to Chinese Embassy Kathmandu before 5 days of departure with original passport & visa application, is this true ? we are worried becasue we have some groups travelling to china Tibet region who has not so enough time to wait for visa. Could you please provide me information regarding this.
