Can I apply for a China study visa in Hongkong? (German citizen)

I will study in Beijing for one year. So I have to apply for a residence permit within 30 days of my arrival. You need certain documents to apply for the residence permit, two of which you only get at the immatriculation at your university. (My university told me so and it's also in on the Chinese website of Beijing Municipal Public Security Bureau.) That means I can only apply for the residence permit after November 1st, the day of my immatriculation. I didn't know of this before, so I booked a flight for July 18th. The time between July 18th and November first is more than 30 days, so I cannot appy for my residence permit within the first 30 days, unless I change my flight to a later date.

I will apply for my visa this week, so I think I will be able to enter China between next week and 50 days later than that, which would be in August. I won't have any problems entering China. The problem is that I won't be able to apply for my residence permit in time. Do you know what happens if I apply for my residence permit two weeks later than I should?

Oh, I get the points this time, do you mean that the documents you need for applying for the residence permit from your university will be available after November 1st? Then you have to consult this with the university. If you apply for my residence permit later than 30 days after your entry, you may be fined or even published by the local immigration office, adn this may furthur affect your next China visa application.
