About:Chinese Embassy in Norway

I am living in Stavanger, and I was wondering if a friend of mine can submit the visa in Oslo?

Yes, you can entrust your friend to apply on your behalf at the Chinese Embassy in Oslo. You need to give your friend an entrusting letter.
