if two foreigners meet in china and they want to marry in china wht's should be the procedure reply

Hi, two foreigners can not get marriage registered in China.

As Melissa said above, two foreigners can not get marriage registered in China. No office is able to issue marriage certificate to them. But if they want to hold their wedding ceremony in China, it would be ok.
