I am a little bit confused by your question. Do you want to apply a Chinese visa or a double entry HK permit(HK-China-HK )? Could you please explain to me?

Hi,

Sorry I was not clear.

I want to travel from NZ to HK, travel to Shenzhen for 2-3 days and then go back to HK to fly back to NZ.

You can apply for a China tourist visa in advance, or apply for Shenzhen visa upon arrival. For your two entries to HK, visa is not required.
