Can you tell me how to dial emergency number from UK?

My daughter is in Beijing on an internship and has had her passport and money stolen

Hi, David, Sorry to hear your daughter's experience. I think she should rapidly report the case to the local public security organs and complete the detailed and essential registration procedure, simultaneously.
Then go to the nearest Uk embassy to complete the registration procedure of the loss report, and then apply for a passport reissue.
