tourist visa changed to work permit

Can I use tourist visa to enter China, after work permit is ready, then I change it into work permit in Shanghai?

It mostly depends on your enployer. If the company or enterprise you will work for is a state-own one or a large enterprise enjoying high fame in the city, then it's possible for your to change your L visa to Z in Shanghai. Otherwise, you will have to go back to your home country to apply for a new work visa.
