Is it possible to apply for a visa by post (to the London visa centre) from Germany?  How long will it take?

Yes, China Visa Application Service center in London does accept visa application by post. Postal applications will be processed and returned within 5 to 14 working days assuming the documentation is in good order and no further requirements are necessary.
