Getting Chinese VISA in Japan or Seoul

Hi,
I was hoping you could help me work out the best way to get a tourist VISA for China. My wife and I are currently living in Japan and have Alien Registration Cards here. We leave Japan in August, permanently, and plan on travelling to South Korea and than China.
We were originally thinking it would be easier to get our tourist VISA for China in Seoul, but in reading a few reviews, is it correct that you need an ARC for South Korea to be able to get the Chinese VISA in South Korea? Can you use agents there in our situation?
If that is the case I gather it would be easier for us to get our Chinese VISA's at the Osaka Consulate before we leave Japan. Can we still still go directly to the consulate ourselves in Osaka to get the VISA or are they requiring agents to be used now to get the VISA (I read this in one review)?
Is it also correct that you cannot post your application to the Osaka consulate you have to go in person?
As my wife will have to work, can I can to the consulate and get the VISA's for both of us?
I see that we can pay 4,000 to speed the processing up to one day at the Osaka consulate. Would this be per application I gather, so 8,000 for me and my wife's application?
Thankyou for your help.
Kind regards
Andrew

Yes, it is impossible for you to get Chinese visa in Seoul. It is true that ARC valid for more than 6 months is required. Agent can not handle this as well if you have no ARC. So, you are now suggested to use an agency to apply in Japan before leaving. Consulate in Osaka does not accept applications by post. About the rush service fee, it is 4,000 Yen per visa.

Thankyou for getting back to me.
Just to confirm my understanding, we would have to use an agent if we wanted to get the VISA in Osaka or can we go to the consulate ourselves?
Does the same apply in Tokyo or can we go in to the embassy ourselves?
Many thanks again

You need to apply through an agency in Japan. Check the district where your Alien Registration Cards was issued first. Chinese embassy in Tokyo and consulate in Osaka only accept visa applications from places of their own consular jurisdiction. Or, you can contact an agency for more details.
