Hi, Sanjay,
As I know, Indian passport holders can enter and stay in HK for at most 14 days without a visa. Since you just stay 14 days in HK, you do not need a tourist visa and also no covering letter is needed.

By the way, is HK the only intended destination of your tour? Do you have any plan to the mainland China during the 14 days? To remind you, Indian passport holders are not exempted from visa to mainland China, so if you intend to the mainland China, you would better apply a China L visa in advance in India.

Wish you a happy tour!
