What to do...

Hello,I hope someone can tell or help me for my problem,the agency hold my passport they don't like to give it back to me..what will I do?I like to go back to Philippines but I don't have enough money.

So, you overstayed in China, right? you should better pay the penalty for overstaying to the local PSB. They will issue you an exit visa. But may I know which agency holds your passport now?
