Then you don't need to apply for any visa for your transit in Hk. You only have to apply for a transit visa directly to the Immigration Department of the Hong Kong Special Administrative Region (HKSAR), if it's the first time for your daughter to apply for visa to transit HK.

You may send the documents below to the Hk Immigration Department through your mom in Hk to this address: Receipt and Despatch Unit
Hong Kong Immigration Department
2/F, Immigration Tower
7 Gloucester Road
Wan Chai, Hong Kong

The documents from you side are: HK Visit/Transit Visa Application Form (ID1003A and ID1003B), one recent passport-photo size color photograph of the applicant, one photocopy of the passport page containing the personal particulars, proof of the applicant's financial standing (e.g. bank statements, salary certificate issued by the company), air tickets booking, travel itinerary, proof of the proposed visit in the next destination after visiting Hong Kong, etc.

Documents from your mom are: fulfilled Application form by your mom in Hong Kong (ID 1003B) & photocopy of her Hong Kong identity card.
