time frame for visa application

I am an Australian citizen and i wish to travel to china in July or August. I am currently working in Saudi Arabia so my passport is being held by my employer.I want to know how long does it take to apply for a chinese visa in Australia when i will have my passport in my poccession. Can i apply from Saudi Arabia if i can get my passport released.
