May I submit the application without Lodging Requirements?

For a trip in early July (arriving Beijing - departing Hong Kong, duration of 20 days) I have my air reservation secured, but not lodging. As the Visa application requests lodging arrangements, may I submit the application now without that information or must I wait until lodging arrangements are finalized? I'm doing this myself without a tour operator.
