To apply for a China business letter, an invitation letter of duly authorized Chinese units or confirmation of invitation is indeed necessary. However, the letter should be applied by your Chinese partner, cooperator or invitor from the local foreign affairs office or Chinese government department’ companies and social organizations authorized by the Chinese Foreign Ministry.

I think it's illegal to sell the invitation at the embassy at so high price.
