Pick up my passport

hi now iam waiting for my working visa from the chinese consultan in Ho Chi Minh City, can i ask someone else to pick up my passport and pay my visa at the bank of china?
And also they asked me to pick up on 11 of april 2012, can i pick up my passport after 12 of april 2012?
