Z VISA REAPPLY

Hi ,
im Anurag from Delhi India , I was apply Z , I had summit all paper by VFS SERVICES
But my visa refused 2 APRIL when they returned my paper I saw my visa from was blocked stepal tryed to fix my photo in visa from so blocked , maybe this reason or they have other parameter. I don’t know.
My question is
1-can again reapply z visa same invention latter or I need new one? That letter valid till June.
My documents I had attach
1-invention letter duly authorized + my inviter company invention letter
2-work permit
3-health paper govt of India hospital
4-company interdiction letter (number of employ foreigner and Chinese).
5-covering latter with passport photo copy
6-my academic and professional education + 2 years work experience letter + currently working detail
7- Indian passport
8 address proof DELHI and my home town (u.p)
9- visa application from + supplementary from
