Chinese Embassies in America

I currently reside in Pennsylvania, but I have a Virginia license. There is an embassy in Virginia, but the embassy for Pennsylvania residents is in New York. Do I have to go to the embassy in Virginia because that is where my license was issued? Or is it OK for me to go to the embassy in New York?

If you can provide proof of residency in Pennsylvania, I think you may just apply for the China visa a the consulate-general of China in New York. If not, I'm afraid you will have to go to the China Emabssy in Washington DC to process your visa for you are holding license issued in Virginia.
