how can i get the cenomar of my husband in the china embassy of the philiphines he is a chinese...

Do you mean A Certificate of No Marriage Record? It should be applied from the local municipal Civil Affairs Bureau (Minzheng Ju) where your Chinese husband registered his hukou (户口)., and then notarized by the local Notary Public, and finally authenticated by the China Embassy in Philippines.
