About legal capacity to contract marriage

I am a Filipina I have a Macedonian whom like to marry me here in Philippines but the problem is there is no Macedonian Embassy or consulate in Philippines where we can possibly get an "Affidavit in Lieu of a Certificate of Legal Capacity to Contract Marriage." because a citizen needs to go or to show himself in Embassy or consulate..is there any option that it can process in Philippines?

If there is no Macedonian Embassy or consulate in Philippines, I'm afraid you will have to register yoru marriage in Macedonia. Or your Macedonian partner may have to go back to his/her home country to have his/her documents notarized and authenticated first, and then go back to Philippines to register your marriage.
