It's possible for you to apply for a 24-hour stay permit for your exit from the airport at the frontier inspection station, but you may have to pay for it. It won't cost too much.

Airline email to me:
For Australian passport holders, Visa is not required if transit time in Guangzhou is within 24hours. However, if passenger would like to go out of the airport, a Stay Permit is required to be applied in Guangzhou airport at the Customs. Passengers only need to fill up a form at the Customs and they will process for your Stay Permit. Please note, the Stay Permit is not 100% guarantee that can be granted, which is what we have been told from the Chinese Customs.

The Stay Permit is granted by the Chinese Customs at Guangzhou airport.

Since all hotels are outside of the airport, we highly recommend passenger to have a valid Visa for their hotels.
