Starting from 1 July 2010, visa-upon-arrival is no longer applicable to citizens of Vietnam. However, I
m not sure where there is an exception for APEC card holders from Vietnam. You'd better contact the Entry-Exit administration office of Macau to enquire about this direclty, whose hotline is (853) 2872 5488.
