I know that every Chinese citizen has a identity card issued by the Chinese government as a means of tracking their citizens, permanent residents, and temporary residents for the purposes of work, taxation, government benefits, health care, and other governmentally-related functions. On the card, there are numbers. I think you may also has such a card with numbers issued by your governent, and the China Embassy in Ireland just requires this.
