Certification document from China-embassy carry wax seal and/or stamp with hard seal?

I have 2 document apostilles by Texas Secretary of State and sent to Houston China Embassy to certification for real estate transaction but JiangSu Province, JungSchan real estate transaction Centre require all document pocessed though China's embassy must carry wax seal and/or stamp with hard seal. I received two docutment by Houston China's embassy but without wax seal and/or hard seal and were rejected by JiangSu Province, JungSchan real estate transaction Centre. Please advise what your procedure.

Normally, overseas Chinese misssions would stamp on the documents for the notarization or authentication. Your issue seems special. You'd better confirm with the Houston China Embassy again.
