The visa fee is 40.00 Euro for single entry for Irish citizen. I'm afraid the embassy will be closed for the holiday on 19th March. Is there any record that can prove your relationship on you rsister's birth certificate? If so, you can provide it; if not, you may just ask your sister to provide your on invitation letter stating your travel time, itinerary, purpose, accommodation, etc. , her address and valid contacts in China plus copy of her Chinese residence permit and China visa.
The Embassy accept payment by bank draft issued by Bank of Ireland or Allied Irish Bank, or post order issued by an Post payable in Ireland upon collection.

Siobhan, you are so wise that you made a confirmation with the embassy first before going to there. hope you get the visa successfully.
