German passport holders are exempt from visa to Japan for less than 6 months for tourism, visiting relatives/acquaintances.
Howeverm your wife is Chinese, she must apply for a visa to Japan and she must take part in a tour sponsored by an accredited travel agency in China and not apply for visa himself/herself.
According to the rule of the Consulate-General of Japan in Shanghai, your wife may apply for the Japanese visa from Quzhou City Foreign Affairs Service Center at the municipal government of Quzhou on Hehua 3rd Road. You can call 0570-3086363 to get the exact details in advance.
