How to get "F" visa without Covering letter

I am working for chinese company my base in india. Now i want to go china my company issue"Invitation Letter and same company issue covering letter.I want to know in this case any problem ?

The branch office of your company in China send you invitation letter, the headquarter in India send the covering letter addressed to the visa office. Then everything is ok.
