Got single entry visa to Beijing for the cruise but now they want a double entry visa as the ship is coming to Shangahi for one day so do i have to fill the forms again and apply all over again.

Yes, you have to fill the forms again and apply for visa again if you want to get a double entry visa, in fact, you can use the single entry visa to enter Beijing, for the crusie stopping in Shanghai, you can apply for a debarkation card at the Immigration Office when you arrive in Shanghai.
