Now, without the return flight tickets and hotel booking in China, you can't obtain a tourist visa to go to China. If you can get a Chinese tourist visa in Australia without booking hotels or travel details, you can enter China without them.
According to the notice of Chinese Consulate General in Sydney, effective from Jan1, 2012, an invitation letter issued by a Chinese unit or an individual is required to provide when applying for a Chinese tourist visa. If the invitation letter can not be provided, the applicant may provide the travel schedule,air ticket and hotel reservation etc.instead. A completed Visa Application Form, original passport with a validity of six months or more and a recent taken passport standard photo are still required as usual.
