If you go to the local issuing office, (not the consulate) the standard time is 4 working days, there is an express service for an extra fee, but I recollect it still takes 3 days. You can also apply by mail or through an agent..... these can take a couple of weeks. The options are a bit complex (as I discovered a couple of months ago.
