first timer application of china passport in the philippines (follow up)

I had a china passport application last oct. 18,2011 ( china embassy in the philippines) and as of now, (Jan.5,2012) I haven't receive any info with regards to the approval /denial of my passport. What phone number to call or where to follow it up? Kindly help. thanks.
