Can I get HK identiy card and HK passport in NYC?

I am a naturalized US citizen but hold old HK identity card and live in NYC. Can I apply for the new smartcard Identity card and obtain a HK passport (i had one as a baby but have since lost it)? Also, i just recently married and have an American surname. Should I use my new name or just leave all my HK documents in my chinese name?

Yes, you can apply for new smartcard Identity card and obtain a HK passport through China consulate in New York. You should use your new name.
