Can you apply for visa to enter Shenzen at the train station

Train station? Do you mean Luohu port? The Shezhen visa on arrival is available for you. But I cannot guarantee you'll definitely get one. BTW, the Shenzhen visa on arrival only allows the holder stay in Shenzhen for up to 5 days.
