If you don't have the Entry Permit of Taiwan Residents to the Mainland China, you have to apply for a China Travel Document and Hong Kong entry permit through China embassy or consulate in Australia.

The requirements for China travel document:
1. one filled Chinese Passport/Travel Document Application Form
2. three two inches color photos
3. Taiwanese passport and copy of its data pages
4. Australian Permanent Residence and its copy

Besides the above documents, you also need to provide one filled Hk visa application form ID1003A attached with one passport photo.
