would consulates help me to get thumbprint on the application form for HK ID

Form ROP143 requires thumbprint. Would the Chinese consulates help me to get the thumbprint on the form when I submit the form in person?

I went to the Chinese consulate at Toronto to submit the application forms for HKSAR passport and HK permanent ID card. The official there provided me an ink pad and I had to use the ink pad provided to get the thumbprints into the ROP143 and another form myself.

The Chinese consulate won't help you to get the thumbprint on the form when you submit the form in person. Please make your thumbprint by yourself.
