About:China Visa

Can I change my L visa to F visa in China?

Hi and wish best for all of you
I am Saudi Arabian passport Holder and I have L visa for two month
my lawyer said for register my company in Guangzhou i have to apply for F business visa
is it possible i get my F visa in china mainland or Hong Kong ...? wish you can guide me
