Where to apply for China visa? I'm currently in Libya.

hi, i am.Ihab alnjar from palestine and i live in libya and i have immigration establishment of libya ,and i ا have graduation from china University PHD Degree ,now i have Invitation from china company in being ,but in libya china emjibassy still cant give us visa,should can i come to china embassy in turky to get this visa?
