Philippines passport holders are exempt from a visa to Hong Kong for up to 14 days. Do you mean your daughter want to stay in HK for more than 14 days? I didn't hear that only applicants below 16 years can apply for a Hong Kong visa with more than 14 days duration of stay.

I haven't heard about this rule. Maybe you can contact the Hong Kong Immigration Department directly for confirmation: http://www.immd.gov.hk/ehtml/contactus.htm

I haven't heard about such a policy either. I think there should be some other unknown reasons that your daughter got refused.

Sorry, I mean your daughter may apply for the visa directly from Hong Kong Immigradition Department.
